Atty. Cruz served as a City Councilor in Marikina City from 2004 to 2007. He holds a Bachelor’s degree in Legal Management from De La Salle University – Manila (2006) and a Bachelor of Laws degree from San Beda College of Law (2012). He was admitted to the Philippine Bar in 2013 and to the New York Bar in 2019.

He co-founded VCMP Law in 2016, focusing on labor, corporate, and criminal law. With his proficiency in ICT, he was appointed as a Highly Technical Consultant for the Department of Information and Communications Technology (DICT) in 2016 before transitioning to DITO Telecommunity Corporation, where he currently serves as Director for Regulatory and Government Affairs.
